WHAT IS THE PROGRAM ABOUT?
​
The Thermal Energy Incentive Program is an incentive mechanism managed by GSE (Gestore dei Servizi Energetici S.p.A.) which promotes:

energy efficiency in existing buildings;
-
the production of thermal energy from renewable sources.
This is a strategic tool for financing energy redevelopment interventions, contributing to national sustainability objectives.
WHO CAN ACCESS THE INCENTIVES?
The beneficiaries of the Thermal Energy Incentive Program are named Subjects Allowed and include:

Public Administrations
-
Private (interventions on residential or tertiary buildings)
-
Businesses
-
Housing cooperatives and consortia
-
Third Sector entities (as per Legislative Decree 117/2017)
-
Renewable Energy Communities (CER) and self-consumption configurations
INCENTIVE INTERVENTIONS
The Thermal Energy Incentive Program covers two macro-categories of interventions:
1. Improved energy efficiency
(es. Art. 4, comma 1 of the Decree)

Thermal insulation of walls, roofs and floors
-
Replacement of windows and fixtures
-
Solar shading and shading systems
-
Replacement of lighting with efficient bodies
-
Building Automation Systems
2. Production of thermal energy from renewable sources
(es. Art. 4, comma 2 of the Decree)

Heat pumps (electric/gas) for air conditioning
-
Biomass boilers (with requirements on certifications, performance and maintenance)
-
Solar thermal systems (also for heating or cooling)
-
Heat pump or solar water heaters
-
Hybrid systems (heat pump + condensing boiler)
-
Heat production for industrial, agricultural processes, swimming pools and wellness centres
Use: Operations powered by fossil fuels (including natural gas) they are not allowed for businesses. Only for agricultural/forestry companies in areas not supplied with methane is the replacement of LPG generators with biomass systems permitted.
HOW TO APPLY FOR INCENTIVES
The application must be submitted exclusively via Portaltermico of the GSE, with two available modes:
Direct Access

Presentation after the conclusion of the intervention

Within 90 days of conclusion (maximum 120 days from last payment)

Simplified procedure for devices present in the GSE Catalogue
Access by reservation
-
Request Before of the start or completion of the works
-
Reserved for PAs and ESCOs (private individuals admitted in specific configurations)
-
Requires energy diagnosis, contract with ESCO and work assignment deed
-
It involves the preventive commitment of resources by the GSE
-
Stringent time constraints (diagnosis, start-up, completion of works)
Exception: In the Municipalities of the 2016 Earthquake Crater, the executive project is sufficient.
THE RESPONSIBLE PARTY
The person submitting the request to the GSE is:

It can be the beneficiary itself (PA, private individual, company)
-
Or one ESCO certified UNI CEI 11352 operating on behalf of the subject

It is possible to delegate a third party to operate on the GSE portal
ECONOMIC ASPECTS
Calculation of the Incentive

Based on specific coefficients and algorithms, variable for each type of intervention
-
Maximum limits defined on eligible expenses and incentive amount
Disbursement of the Incentive
-
Up to €5,000 → payment in a single solution
-
Over €5,000 → constant annual installments (typically 2 or 5 years)
-
Exception for PA and ESCO → always in a single solution
-
Access by reservation → advance (40–50%) + balance upon completion of the work
Eligible Expenses

Only expenses with valid tax/accounting documentation
-

Cumulability

Possible with other incentives within the limits (max 65% of expenses)
