WHAT IS THE PROGRAM ABOUT?
The Directorial Decree of 14 March 2025 introduced an important national call to support the small and medium-sized enterprises (SMEs) in the self-production of energy from renewable sources.
💰 Overall financial allocation: 320 million euros
🏢 Managing entity: Invitalia
📅 Window for submitting applications: come on 12:00 on 4 April 2025 all 12:00 on 5 May 2025
WHO CAN PARTICIPATE
They can benefit from the concessions SMEs from all sectors, except for:

Coal sector
-
Primary production of agricultural products
-
Fisheries and aquaculture
-
Energy-intensive industries or with high CO emissions₂
Businesses must:

Have at least an approved and filed budget
-
Being in ordinary accounting regime
ALLOWED INVESTMENTS
Investments are encouraged in:

Photovoltaic or mini-wind solar systems for immediate self-consumption
-
Storage systems (behind the counter)
-
Digital technologies functional to the systems
-
Ex ante energy diagnoses
🔋 The storage system must absorb at least 75% of the energy from installed renewable sources.
EXPECTED CONTRIBUTIONS
Non-repayable contribution up to:

🔎 Eligible expenses: from €30,000 to €1,000,000 per single production unit
BINDING REQUIREMENTS
Programs must:
-
Look back a single production unit
-
Be fulfilled on existing buildings or appurtenant structures
-
Be initiated After the submission of the application
-
Be completed by 18 months from the concession
-
Be sized via a ex ante energy diagnosis
-
Respect the principle DNSH (Do No Significant Harm)
⚠️ Installation is not permitted simultaneously PV and mini-wind systems.
ELIGIBLE EXPENSES

Purchase and installation of PV or mini-wind systems
-
Functional digital technologies
-
Energy storage systems
-
Energy diagnosis (max 3% of total expenses)
❌ Expenses excluded: general consultancy, used goods, land, buildings, expenses < €500, freelance work, services between linked companies, etc.
PRESENTATION METHOD
Questions must be sent exclusively online via the Invitalia portal. It is allowed only one application per company.
Mandatory documentation:

Technical report sworn by a qualified professional (engineer, architect, surveyor, etc.)

Information about:
-
availability of the production unit
-
previous energy consumption
-
type and power of the system
-
costs and technical characteristics
-
environmental certifications and, where appropriate, legality or gender equality ratings
-
EVALUATION AND RANKING
The selection takes place with ranking procedure, based on:
-
Additional capacity of production from renewables compared to the annual requirement
-
Incidence of certified PV modules in the Technology Registry
-
Economic sustainability (operating margin vs investment cost)
-
Environmental process certifications
🔺 The score can be increased by:
-
+5% with legality rating
-
+5% with gender equality certification
PROVISION OF CONTRIBUTIONS
-
Maximum in two tranches (SAL + final balance)
-
The start of the investment it has to happen later the question
-
The energy diagnosis must be sent within 60 days of the end of the project
CUMULABILITY
The contribution:
-
❌ It is not cumulative with other public incentives on the same costs (including “de minimis” aid)
-
✅ It is cumulative with incentives that cannot be classified as state aid, within the limit of 100% of eligible expenses
